“អូវីធី ច្បាប់” ជាឈ្មោះកាត់នៃនាមករណ៍ “ការិយាល័យមេធាវី អូវីធី ឡាយអិន” ដែលបានចុះបញ្ជីនិងអនុញ្ញាតពីគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជានាថ្ងៃទី២០-ធ្នូ-២០១៧ ជាមួយលេខចុះបញ្ជី LO 120/17 ។ ក្នុងរយៈពេលជាង៣ ឆ្នាំមកនេះ អូវីធី ច្បាប់ បានអនុវត្តសេវាកម្មចម្រុះ និងមានលក្ខណៈស្មេីដៃគ្នាដោយរួមមាន៖ ការពិគ្រោះនិងផ្តល់យោបល់ច្បាប់ ការតាក់តែងកិច្ចសន្យា ការតំណាងដោយអាណត្តិ ការការពារក្តីនៅតុលាការ និងការធ្វេីសន្ធានកម្ម។ល។ ជាទិសដៅបន្ទាប់ ដោយស្របជាមួយមាត្រា២ និងមាត្រា៣ នៃច្បាប់ស្តីពីលក្ខន្តិកៈមេធាវី អូវីធី ច្បាប់នឹងធ្វើការកំណត់អត្តសញ្ញាណរបស់ខ្លួនជា“អ្នកដោះស្រាយវិវាទក្រៅតុលាការ និងនៅតុលាការ” ។ រីឯកិច្ចការច្បាប់ផ្សេងទៀត ដូចជា ការពិគ្រោះនិងផ្តល់យោបល់ច្បាប់ ការតាក់តែងកិច្ចសន្យា ការសុំអាជ្ញាប័ណ្ណ…គឺជាសេវាកម្មបន្ទាប់បន្សំដែលត្រូវបានចាត់ទុកថាជា “សេវាកម្មការពារវិវាទ” ។ ហេតុនេះអ្វីដែលត្រូវធ្វេីដេីម្បីឆ្លេីយតបទៅនឹងសេវាកម្មស្នូលក្នុងការដោះស្រាយវិវាទនោះ លោកប្រធានប្រតិបត្តិ អ៊ូច វុធ្ធី បានសម្រេច៖

1. ធ្វើការកែប្រែសេវាកម្មទីប្រឹក្សាដោះស្រាយវិវាទនិងច្បាប់ពាណិជ្ជកម្ម របស់អូវីធី ច្បាប់ មកជា “ការិយាល័យសេវាកម្មទីប្រឹក្សា សំរាប់ដោះស្រាយវិវាទក្រៅតុលាការនិងនៅតុលាការ” វិញ និងជាកន្លែងរ៉ាប់រងកិច្ចការរដ្ឋបាល គណនេយ្យ និងជាច្រកចូល-ចេញនៃប្រតិបត្តិការទាំងមូលរបស់អូវីធី ច្បាប់។
2. ធ្វេីសមាហរណកម្ម ការិយាល័យអាជ្ញាកណ្តាលពាណិជ្ជកម្ម អ៊ូច វុធ្ធី “អូវីធី ដោះស្រាយវិវាទ” មកស្ថិតនៅក្នុងការិយាល័យមេធាវី អូវីធី ឡាយអិន ជា “ការិយាល័យសេវាកម្មវេទិកាមជ្ឈត្តកម្ម” ។
3. បង្កើតបន្ថែម “ការិយាល័យសេវាកម្មសន្ធានករ (អ្នកសម្រុះសម្រួលវិវាទ) សំរាប់វិវាទពាណិជ្ជកម្មនិងរដ្ឋប្បវេណី” មួយទៀត ហេីយដាក់ជាចំណុះជាមួយអូវីធី ច្បាប់ ដែរ។

ដូច្នេះការិយាល័យមេធាវី អូវីធី ឡាយអិន “អូវីធី ច្បាប់” ផ្តល់សេវាកម្មចំបងដោះស្រាយវិវាទក្រៅតុលាការ និងនៅតុលាការ ដោយមានការិយាល័យឯកទេសដោះស្រាយវិវាទជាចំណុះចំនួន៣ ផ្សេងគ្នា។ ការធ្វើបែបនេះ នឹងធ្វើឲ្យអូវីធី ច្បាប់​ ក្លាយទៅជាអ្នកដោះស្រាយវិវាទអាជីព និងងាយស្រួលសម្រាប់អតិថិជន ប្រើប្រាស់ និងទំនុកចិត្ត ៕

“OVT Law” is an abbreviated name of “OVT Lion Law Office”, which has been registered with and admitted by the Bar Association of the Kingdom of Cambodia since December 20th, 2017 with Registration No.: LO 120/17. For more than 3 years from that time, OVT Law has provided general and mixed services and gotten their numbers of clients equally such as legal advice & consultation, drafting contracts, mediation, litigation and so on. For the next step, according to an article 2 and article 3 of the Law on a Lawyer Statute, OVT Law will determine its identity as a Professional for Alternative Dispute Resolution (ADR) and Litigation. To the other legal tasks including a legal advice & consultation, drafting contracts, licence applications…are as accessary services, which may be called “Services of Dispute Prevention”. Therefore, what should be done in order to reply to those core services of Dispute Resolutions, Mr CEO Ouch Vutthy has decided:

1. To amend a service of Consultant for Dispute Resolution and Commercial Law of OVT Law to be as “Consultant Service Office for ADR & Litigation”, added this place in charge for Administrative duties, Accounting affairs and functioning as one way of in-out of the whole OVT Law operation.
2. To merge the Office of Commercial Arbitrator Ouch Vutthy “OVT Dispute Resolution” into under of OVT Lion Law Office as “Arbitral Tribunal Service Office”.
3. To set up one more office called as “Mediator Service Office for Commercial and Civil Disputes”, put under of OVT Law as well.

Lastly, OVT Lion Law Office “OVT Law” provides the core services of Dispute Resolutions, ADR & Litigation by having 3 specific dispute resolution offices differently. To do this will make OVT Law become as a Professional in ADR & Litigation and convenient for clients in using and confident.
