លោកមជ្ឈត្តករ អ៊ូច វុធ្ធី បានទទួលការបណ្តុះបណ្តាលជំនាញដោះស្រាយវិវាទពាណិជ្ជកម្មក្នុងកំរិតអន្តរជាតិ ព្រមទាំងច្បាប់ កំរិតបរិញ្ញាប័ត្រ និងអនុបណ្ឌិត (ច្បាប់ប្រៀបធៀប & អន្តរជាតិ) ពីសាកលវិទ្យាល័យភូមិន្ទនីតិសាស្រ្ត និងវិទ្យាសាស្រ្តសេដ្ឋកិច្ច-សាកលវិទ្យាល័យលុយមីញ៉ែលីយ៉ុងដឺប្រទេសបារាំង និង បណ្ឌិតសភាច្បាប់សហគ្រាសពាណិជ្ជកម្មពីធនាគារពិភពលោក-ក្រសួងពាណិជ្ជកម្ម កម្ពុជា ។ លើសពីនេះ លោក វុធ្ធី បានចូលរួមបណ្តុះបណ្តាលនៅក្រៅប្រទេសពាក់ព័ន្ធនឹងច្បាប់ពាណិជ្ជកម្មនិងរបៀបដោះស្រាយវិវាទពាណិជ្ជកម្មជាច្រើនរួមមាន៖ ឥណ្ឌូនេស៊ី សឹង្ហបុរី វៀតណាម ថៃ និងជប៉ុន ។ ក្រៅពីនេះ គាត់មានបទពិសោធន៍ការងារ ២៦ ឆ្នាំ (១៩៩៦-២០២១) ពាក់ព័ន្ធនឹងកិច្ចការច្បាប់ពាណិជ្ជកម្ម និងការដោះស្រាយវិវាទពាណិជ្ជកម្ម ជាមួយរាជរដ្ឋាភិបាល និងក្រុមហ៊ុនឯកជនជាច្រើន ។

លោកបានក្លាយជាមជ្ឈត្តករដំបូង និងសមាជិក នៃមជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម (ម.ជ.ម.) នៅថ្ងៃទី១៥ ខែវិច្ឆិកា ឆ្នាំ២០១២ តាមរយៈប្រកាសទទួលស្គាល់របស់គណៈកម្មការរៀបចំ និងជ្រើសរើសមជ្ឈត្តករដំបូង ដឹកនាំដោយក្រសួងពាណិជ្ជកម្ម។ ចាប់តាំងពីក្លាយជាសមាជិកដំបូង និងសហស្ថាបនិក របស់ម.ជ.ម. លោកមជ្ឈត្តករ អ៊ូច វុធ្ធី តែងតែបានចូលរួមការបណ្តុះបណ្តាលវិជ្ជាជីវៈនេះតាមរយៈសិក្ខាសាលា សន្និសីទ វគ្គបណ្តុះបណ្តាលជំនាញខ្លីៗ មហាសន្និបាតប្រចាំឆ្នាំ និងបានចុះបញ្ជីរៀងរាល់ឆ្នាំជាមួយម.ជ.ម. រហូតមកដល់បច្ចុប្បន្ន (១៤ ឆ្នាំ) ២០២៥ ។

Mr Commercial Arbitrator OUCH Vutthy was educated and trained with Commercial Dispute Resolution skills in international standards and a Bachelor of Law and Master of International and Comparative Law from Royal University of Law and Economics-Université Lumière Lyon 2, French and an Academic Law of Commercial Enterprises from World Bank-Ministry of Commerce. Additionally, he was appointed to join outside Cambodia as a government Official debating on the legal and commercial dispute resolution at Japan, Indonesia, Vietnam, Thailand and Singapore. On the other hand, Mr Ouch Vutthy had work experiences for 26 years (1996-2021) concerning to tasks of Commercial Law and Dispute Resolution with the government and private companies.

He became the first Commercial Arbitrator and Member of National Commercial Arbitration Centre (NCAC) on November 15th, 2012 based on the Prakas (announcement) of recognized from the Commission on Preparing and Selecting the First Arbitrator led by Ministry of Commerce. Starting from the first Arbitrator and Co-Founders of the NCAC, Mr Arbitrator Ouch Vutthy is always joining the professional debates, which are as workshops, conference, training, annual general assembly and registration and updating membership every year until now 14 years, 2025.
