A consultant’s intellectual property is any content related to deliverables owned by the consultant. This property includes documentation, derivative works, or anything created by the consultant in pursuit of his or her work.
Protecting the intellectual property rights (IPR) of freelancers and consultants can be tricky since both parties (contractor and consultant) can claim ownership. In the end, it’s based on the written agreement that was signed before work commenced. Freelancing is a booming trend over the past decade. According to financesonline.com, there are an estimated 1.1 billion freelancers worldwide as of 2021, which accounts for 35% of total global workers.
As a chamber, we are well aware of how essential IPR is for business activities, especially for those working on their own without protection from organizations.

H.E. Mr. Suon Vicheais a senior Government official with over 20 years work experience in the field of Intellectual Property, trade and development. Currently he holds a position as Advisor to Ministry of Commerce, Director of Department of Intellectual Property and the Head of Secretariat of the National Committee for Intellectual Property. In this capacity, he get deeply involve and is responsible for a wide range of intellectual property affairs ranging from policy making, inter-ministry and international coordination and cooperation on IP field, IP Laws and regulations initiation and development, IP awareness to the technical fields of IP especially in the field trademarks, geographical indications, trade secret and enforcement.
Mr. Denis Sainte-Marie, Executive Director of EuroCham Cambodia
Mr. Denis Sainte-Marie is EuroCham’s new Executive Director, having been appointed in September 2020. He has almost 25 years’ experience in international development across Central Asia, North Africa and South-East Asia, including long stints in Cambodia.He is specialised in institutional dialogue promotion, the Cambodian legal framework, and several aspects of capacity strengthening and project management.Prior to joining EuroCham, Denis worked for the French Ministry for Europe and Foreign Affairs in Libya in a multitude of roles: he was Counsellor for Cooperation and Development, and Director of the French Institute.
Mr. David Haskel, Partner at Abacus IP
Mr. David Haskel is a partner of Abacus IP. A member of the State Bar of California, David maintains a broad practice across all areas of intellectual property in Cambodia.Prior to founding Abacus IP, David served as managing partner of a leading Cambodia law firm in Phnom Penh, representing clients in a wide range of commercial and IP matters. He has further legal experience with law firms in Silicon Valley, San Francisco and Berlin. Before entering the legal profession, David worked as a research associate with a non-partisan think tank in San Francisco.

Mr. Chheav Narath graduated with his Master degree in Business Management & Economics from France, he has been a Business & HR practitioner in promoting foreign investment, business expansion, job creation and human resources development in Cambodia for the last 15 years. He had been working for European companies and institutions including Total, Embassy of France, and Decathlon.Currently, he is the Managing Director of CoGen Consulting, a Lecturer & Senior Advisor at the Royal University of Law and Economics (RULE), and also a Senior Advisor at Mett Yeung Association (MYA).
Mr. Harrison White, Founder and CEO of Cambodia Investment Review
Mr. Harrison White is the Founder of CIR Media. The company runs the business and investment news platform Cambodia Investment Review. In addition, the company creates content for local and international businesses.

Mr. Zola Taing is in charge of maintaining EuroCham’s close relation with the Royal Government of Cambodia, in order to foster a constructive public-private dialogue to improve the business climate for our members in the Kingdom. He coordinates all liaison affairs with the Royal Government for consultative meetings, advocacy-related events for the promotion and dissemination of new regulations within the private sector, as well as research on regulatory matters.He also has the role of harmonizing the various activities of our Sectorial Committees and Working Groups, which are our main platforms for information sharing and discussion among our members, and the motor behind many key initiatives of the chamber.
